Important Notice On Pre-departure Test

To further contain the spreading of COVID-19, secure cross-border travel and people-to-people exchanges, the relevant requirements for taking direct flights from Singapore to China on and after 30 October (Monday) are hereby notified by the Chinese Embassy as follows:

1. Requirement of One Additional Nucleic Acid Test

Apart from the nucleic acid (PCR) and serology tests within 2 days before departure, one additional PCR test on the third day before departure is required. The above tests shall be performed at two different testing agencies, of which one must be performed at hospitals and clinics of Raffles Medical Group or Parkway Pantai Ltd.

For example, passengers who will take flights on 30 October shall take the PCR test on 27 October and then take another PCR and serology tests no earlier than 28 October (see the previous notice on pre-departure test requirements for details).

Note: The test memos will be invalid if they are not issued by two different testing agencies or both tests are not administered by hospitals and clinics of Raffles Medical Group or Parkway Pantai Ltd.

The sampling date for the PCR and serology tests in health code application system refers to the date of PCR and serology tests within 2 days before departure.

According to the requirements, the departure time of the flight shall not exceed the validity period of the health code. Passengers are eligible for boarding the flights if the flight is delayed or cancelled but the rescheduled departure time is still within the validity period of the health code or they have completed the check-in procedures and entered the terminal waiting for departure even though rescheduled departure time exceeds the validity period of the health code. If the rescheduled departure time exceeds the validity period of the health code but within 3 days after the original departure date (e.g. the original departure date is the 1st and the rescheduled date is within the 4th), passengers only need to take the PCR and serology tests within 2 days before departure and apply for new health code (no need to take another PCR test within 3 days before departure). However, if the rescheduled departure date is beyond 3 days after the original departure date, passengers shall take one additional PCR test within 3 days before departure and another PCR and serology tests 2 days before departure and apply for new health code in accordance with the aforementioned requirements.

2. Requirement of Letter of Commitment on Personal Health Monitoring

2.1 Passengers to China are required to fulfill personal health management prior to the trip and avoid such non-essential outings and high-risk activities as gatherings and parties 14 days before departure. Monitor and record body temperature 7 days before departure until the day of applying for health code.

2.2 Truthfully declare personal history of COVID-19 infection, positive PCR and rapid antigen (ART) and serology test results. The relevant personnel shall fulfill health screening as guided by the Embassy before arranging the itinerary to China.

2.3 Truthfully declare your personal history of close contact with the confirmed case of COVID-19 in the past 30 days. The relevant personnel cannot take the flight to China until they have been free from the close contact for 18 days. Please note that those will not be considered as freeing from the close contact if they sharing the same apartment with the confirmed case of COVID-19, even though they live in  different rooms. If you are unable to to live alone, the period of 18 days shall be counted from the date of recovery of the confirmed case. For example, if you were free from close contact on 1 November, you can take the flights to China on 18 November.

2.4 Truthfully declare any suspected symptoms such as cough, fever, diarrhea, etc. in the past 14 days. If you have such cases, you shall wait for 14 days after the suspected symptoms have completely disappeared before taking the tests.

2.5 Truthfully declare your personal travel history other than China and Singapore in the past 30 days. Your health code applications may not be approved if you have travelled to countries other than China and Singapore in the past 30 days. Short-term visitors from third countries shall follow the direct flight requirement to China and take the direct flight from the the place of residence to China. If there is no direct flight to China from the their place of residence, passengers shall apply for health code from the Chinese Embassy or Consulate General in place of departure before  flying to Singapore to take the connecting flight to China.

The Embassy hereby reminds that the completion of Letter of Commitment on Personal Health Monitoring is a serious legal act, so passengers to China are kindly advised to read the contents carefully and report the details accordingly. Passengers who report the false or inconsistent information (even by someone else with their consent) shall bear all legal responsibilities arising therefrom. Meanwhile, the health code application will be blocked while the Embassy is investigating and verifying the case.

3. The procedure for passengers who have recovered from COVID-19 to China

Those who have been infected with COVID-19 cannot travel to China until three months after recovery. Passengers once infected with COVID-19 shall contact the Embassy as soon as possible via WeChat (text box message) or hotline for consular protection and assistance (send SMS to 81296456) to report the name, passport number, contact number, infection and recovery time. After recovery, passengers to China shall fulfill two PCR tests at intervals of more than one day, one chest X-ray, and 14 days of health monitoring after passing the initial screening by the Embassy.  Recovered from COVID-19 for more than 3 months, the above-mentioned can take the pre-departure PCR and serology tests in accordance with the latest requirements and apply for health code to China accordingly.

Please note that the recovery date of the confirmed case shall be based on the official recovery certificate. For those without recovery certificate, they need to submit positive PCR test or notification of infection issued by the relevant authority or other supporting documents as the basis for the Embassy to calculate the date.

The Chinese Embassy in Singapore once again reminds that in view of the current situation of COVID-19 pandemic and high risk of transmission and cross-infection during air travel, passengers are kindly advised to follow the principle of “no travel for non-essential or non-urgent reasons”. For those who do need to travel to China, they shall attach great importance to personal health protection before and during the journey, read the requirements for pre-departure tests carefully, apply for health code promptly and ensure they are accessible via the mobile phone numbers reserved.

Meanwhile, the Embassy will adjust the pre-departure testing requirements in accordance with the COVID-19 situation. Please keep yourselves informed of the relevant requirements released at the Embassy’s official website and WeChat Official Account,and avoid any other misleading or false information.
